The rental housing industry in DC is at a breaking point. Housing providers, of all types, small, large, and affordable are facing unprecedented challenges. To protect and preserve DC’s rental housing, we need immediate action:

  1. Stop the Bleeding with a Moratorium
    We demand a halt to all DC Council hearings or votes on legislation that would financially harm housing providers.
  2. Reform Landlord-Tenant Laws
    It’s time to make DC’s laws fair and comparable to Maryland and Virginia. Repeal the anti-landlord policies enacted during the pandemic and restore balance to the rental market.
  3. Fix TOPA – End Unnecessary Barriers to Investment
    TOPA was created to prevent displacement by condo conversions, not to be an expensive, time-consuming roadblock for routine property transactions. Let’s restore its original purpose.
  4. Reform Rent Control for the Future
    Undo changes that hinder the creation of affordable housing. Restore the vacancy allowance, bring back a fair rent ceiling formula, and keep housing choice vouchers exempt from rent control.
  5. Provide Financial Assistance to Stabilize Housing
    Thousands of housing units are on the verge of loss to foreclosure. We need grants to help struggling housing providers recover and keep affordable housing accessible.
  6. Litigation to Fight for Justice
    We’re launching an Affordable Housing Defense Fund to explore class action litigation to recover the hundreds of millions lost due to harmful anti-landlord laws.
